I have it on very good authority from someone who lives in Luxor and was on a balloon trip only last week. There is no problem at all if you wish to take photos.
Maybe the "authorised photographer" is just a money making scam.
Since I first saw this thread, I've read elsewhere online that photography is strictly prohibited at military installations, public works and government buildings.
I took lots of pics from a balloon during my last visit in may. They did say during the briefing that photography wasn't allowed but since everyone had a camera I really can't see how they can police this.
