opening business in Luxor

I've been Luxor since long time.
To open business there is a new office in the city council. They cannot speak english there, but at least they will give you a list, what to do.
First of all you must apply for a tax number. This is easy, if you are able to find the tax office. Maybe you find somebody speaking english there.
Then you need insurance. This is an unsolvable problem and you will stick there.
Then you must make friendship with the gouverner, Dr. Samir Faraj. It means, you will sit for hours in his office, until he will ask you to enter.
He will ask you to make a plan about your project, and will send you to other important people.
Of course, he will advice you to find a lawyer, who will not cheat you. That means, you have to find the 1 promille, who don't.
If you succeed all steps, and you pay a lot of money for the lawyer and your official papers, you can start your business.

Just make sure you can speak fluently arabic, and you can cope with the payments under the table,
and you know all birthdays from the wifes of the police officers,
and you will have a wonderful business life there!
